She earned her Juris Doctor from The George Washington University Law School, where she was recognized in Who’s Who Among American Law Students and contributed to multiple service and leadership initiatives, including the Administrative Law Clinic, Equal Justice Committee, and the Student Public Interest Advisory Committee. Kelly is licensed to practice in North Carolina, South Carolina, and Virginia, and is admitted before the United States Court of Appeals for the Fourth Circuit. She also holds inactive bar memberships in the District of Columbia and Pennsylvania.
Currently based in South Carolina, Kelly continues to lead with purpose beyond the legal field, championing inclusive education for neurodivergent learners. She founded and oversees a microschool for twice-exceptional students, utilizing experience from over five years of service on the boards of public and nonprofit educational institutions, as well as her appointment as legal counsel for a Washington, D.C.–based nonprofit representing more than 200 college alumni chapters.
Outside of her professional pursuits, Kelly finds fulfillment in exploring all 50 states and U.S. national parks, reading voraciously, and engaging in initiatives that combine data, equity, and strategic leadership to drive meaningful change.
